Overtime for legislative staff?

Legislative staffers would be eligible for overtime pay under a bill now in Assembly committee. The bill memo states:

Currently legislative employees cannot receive time and one-half for overtime. Rather, they must take compensatory time to work on campaigns. We would not allow private industry to do this. Our loyal employees deserve no less.

In fact, although many legislative staffers end up using comp time to work on political campaigns, they cannot be required to do so. The arrangement works well for legislators, who benefit from having campaign "volunteers" who can live off their comp checks.

That could explain why the bill--which has 10 sponsors, seven Republicans and three Democrats--isn't going anywhere.
