Paterson vetoes labor bills

Governor David Paterson has vetoed a series of potentially costly bills sought by public employee unions.

Among the vetoes announced Thursday are:

--A9892 would have made it harder for the Paterson Administration to transfer state employees to other geographic regions. The bill would have required that employees with lowest seniority be transferred if no other employees volunteered to relocate. For background, here.

---Two binding arbitration bills, A10031 and A9898, would have applied to certain downstate Judiciary employees and uniformed employees of the Triborough Bridge and Tunnel Authority. For background, see here.

--A10016 strengthens the legal presumption that cops or firefighters with a heart-condition developed it as a result of their jobs, making them eligible for more generous disability pensions. For background, here.. Paterson also vetoed A11455, another "heart bill".

UPDATE: The Albany Times Union today posted on its website the state payroll for 2007 and the first six months of 2008. Versions of the payroll can be found on the Empire Center's SeeThroughNY.net site and a Journal News site.

Using its payroll data, the Times Union reports that David C. Hohn, former chief executive of the Roswell Park Cancer Institute, a state-owned facility in Buffalo, received $1.52 million in compensation in 2007.
The TU also lists public payroll sites elsewhere in the nation.
