Shaking up the federal workforce

While all eyes are on the presidential election, a new report says the nation shouldn't lose sight of the 1.9 million civilian federal workers who will be critical to success of whomever occupies the White House.

"Every single policy of the next administration will be influenced by the people charged with executing it. The report was issued this month by the Partnership for Public Service, a nonpartisan, nonprofit group.
